Teamwork Makes the Dreamwork
This is the inaugural newsletter for a big event to
be held March 5-7, 2023 in our nation’s capital.
This will be a 3-part event that will send a critical
message to the members of Congress. And if
we’re successful,that message will reach
millions more by way of newspapers, television,
and social media.
The plans for this momentous event are taking
shape. Currently, the biggest unknown part of the
plan is the level of participation by our country’s
registered persons and their loved ones. We are
asking everyone who reads this newsletter to
spread the word. Start making plans to attend;
save your money; clear your calendar; offer your
help to the planners. The number of registered
persons and their supporters is estimated to be in
excess of 2 million. From a group this large, we
hope to muster a sizable number of participants.
Several thousand marchers would make a bold
statement. Ten times that number would be a
statement heard around the world.
The event will consist of 3 distinct parts:
1. A conference, with guest speakers, break-out
sessions, networking opportunities etc.
2.A visit to Capitol Hill for meetings with
legislators or staff (appointments will be made in
advance). Note: as part of the event, we will have a
training session so that everyone is more
comfortable with this task.
3. A vigil on the steps of the Supreme Court of the
United States (SCOTUS). This will be reminiscent
of a funeral procession, led by pall bearers carrying
a mock coffin. I envision numerous hand-made
signs so that our message isn’t lost on passer-byes.
This event will send a powerful message, but only
if we are a massive crowd,acting together to
convey a united message. For more information,

The planning phase of this venture is paramount.
While we do have individuals working diligently
at this moment, we still need people to step up
and get involved. As of this time,we have
identified 6 committees and all of them have
openings.Please consider lifting your voice,
giving your time and joining the most significant
registered person advocacy event in recent
history.
The committees are as follows:
1.Personnel Procurement and Oversight: fill all
committee positions and provide oversight to keep
all parties working toward a common goal.
2.Programming:finalize speakers (including an
emcee),arrange breakout sessions and social
gatherings
3.Finance:determine a budget,raise money
(grants,donations,etc),handle any required
permits, handle hardship subsidies.
4.Registration/Evaluation:set up and run all
registration activities,make Legislative
appointments,develop,distribute,and collect
evaluation forms.
5.Facilities,Transportation,Recording:
determine venues for conference and hotel,
investigate transportation issues,including local
and cross-country travel,investigate parking
options, arrange equipment and personnel to record
and live-stream the conference and vigil.
6.Publicity, Printing, Sponsors, Vendors:market
this event, work to increase attendance, arrange
sponsors and vendors,handle any printing
requirements.
We need reliable and dedicated volunteers to step
up. If you have skills, experience, or just a strong
desire to help, please contact us to offer your

This is a complex plan.It will require an
enormous effort on the part of the organizers.
And no less important, it will require “buy-in” by
a very large number of participants; that means
YOU!!! Please do not let this opportunity pass
you by. If we ever hope to improve our lot in life,
this may be our very best chance. Get on-board,
join the effort, be a part of the solution. Don’t sit
this one out. Don’t let others do your work for
you.THIS IS VITALLY IMPORTANT!
This event calls attention to the 20th anniversary
of the Smith v. Doe SCOTUS decision (538 U.S.
84). To this day, that decision causes severe harm
to registered persons and their families. This case
reviewed the legality of Alaska’s Sex Offender
Registration Act on the grounds that it violated
the Ex Post Facto clause of Article 1 of the U.S.
Constitution. John Doe I and II were adjudicated
prior to the creation of the statute.
The question
for the justices hinged on whether the statute was
punitive in nature. If it was not punitive, then
Ex Post Facto would not apply. The district court
ruled in favor of the State while the appeals court
reversed that ruling in declaring that the law was,
in fact punitive. For all of us who have real life
experience with this issue , we know
unequivocally, that
these laws are punitive!
In a
6-3 ruling, SCOTUS sided with Alaska in
announcing that the law was civil, not punitive,
and therefore, did not violate the Ex Post Facto
clause. They apparently reached this decision out
of respect to the original intent of the Alaska
legislature. This deference to legislative intent is
standard practice for SCOTUS however, most of
us will agree that the punitive evidence of this
and other statutes is so obvious and
overwhelming as to be laughable.
The dissenting
justices contended that the law was punitive and
imposed severe deprivations of liberty. Justice
Stevens' added,"It is also clear beyond
peradventure that these unique consequences of
conviction of a sex offense are punitive.
They
share three characteristics, which in the aggregate
are not present in any civil sanction. The
sanctions (1) constitute a severe deprivation of
the offender's liberty,(2) are imposed on
everyone who is convicted of a relevant criminal
offense,and (3) are imposed only on those
criminals. Unlike any of the cases that the Court
has cited,a criminal conviction under these
statutes provides both a sufficient and a necessary
condition for the sanction”.
An event such as this requires monumental
advance planning. To help with this task, we are
asking that those who plan to attend signup with
a pre-order payment of $20.This will help
determine the size of the event and in turn, drive
multiple other decisions.
•The $20 fee will count as $40 toward the cost of
the conference
•The $20 fee is nonrefundable and will, in part,
finance a scholarship fund to help with expenses
for those who cannot afford it.
•The deadline to take advantage of this early
signup benefit is June 30, 2022
The Capitol Hill training session requires
attendance at the conference. The Vigil is free
and requires no other commitment.
